Capas - A new smart city is being developed in the Philippines. New Clark City will prioritise factors including affordable housing, waste management, waste-to-energy technology, sustainability and green data centres. A Memorandum of Understanding has now been signed.

The Philippines’ Bases Conversion and Development Authority (BCDA) and Enterprise Singapore (EnterpriseSG) have signed a Memorandum of Understanding (MOU) to work together on building the 9,450-hectare New Clark City in Capas, Tarlac in the Philippines, announces a statement from the BCDA. The MOU establishes a framework for the two organisations to work together on the new smart city in priority areas like affordable housing, transportation, waste-to-energy technology, sustainability, green data centres and programmes that focus on people.

“With Singapore as a global frontrunner in smart city development, we at BCDA are very fortunate to have EnterpriseSG as our partner to facilitate knowledge exchange and link us with Singaporean firms who have the experience and expertise in the field,” commented Aileen R. Zosa, BCDA President and CEO. 

According to an article from OpenGov Asia, BCDA believes that a smart city’s key purpose is to “use smart technologies and data analysis to optimise city functions and boost economic growth while also increasing people’s quality of life”. As a next step in the project, an affordable, climate-resilient housing project will be built in the city, with mixed-use buildings, a river park, a town centre and a community square, among others.

EnterpriseSG was established by the 2018 Enterprise Singapore Act to facilitate the access of Singapore firms to global markets.
